Frequently Asked Questions (FAQ)

On this page, we'll provide answers to some of the questions we are often asked.

Q: Are you connected with the state lottery?
A: No, we are an independent company offering services that the state lotteries won't provide to you.
Q: Do you sell lottery tickets over the Internet?
A: No, we do not sell or re-sell lottery tickets in any manner.  Instead, in effect, we create a mini lottery pool, consisting of just you and us.  You own 99% of the ticket (and the winnings), and we own 1%.  That arrangement allows us to buy tickets on your behalf, and redeem the ticket for you if it wins a smaller prize.
Q: What happens if my ticket is a winner?
A: Any smaller wins are immediately redeemed by us, and we place the winnings in your online account.  Technically, for jackpot games like Mega Millions or Powerball, we have the right to claim 1% of the prizes ourselves, being 1% owners of the ticket, but normally we just give our share to you.  For example, if your ticket wins a $150 prize, you'll get all $150.  The only time we would seriously consider keeping our 1% is if you win the jackpot, when we may wish to "share the joy" along with you.  (Albeit, a much smaller share of the joy than you would get!)  In the case of a jackpot win, we will arrange to meet you in person and hand you the winning ticket.  You will claim the prize in person at lottery headquaters.
Q: If I win will someone run off with my winning ticket?
A: We recognize that the biggest concern of utilizing a lottery service is this very question — what is to keep the buyer of the ticket from claiming it themselves? Each of our couriers sign an iron-clad contract which describes the nature of their lottery ticket purchases, and establishes the ownership of tickets, as well as the chain of custody of every lottery ticket they buy. Furthermore, we have strict audit controls in place, so that every order is tied directly to the ticket purchased in fulfilling that order, and our couriers sign off on their ticket purchases prior to the drawing, so that nothing is left to chance. In effect, we have established a safe and secure model for the handling and ownership of your tickets.
Q: How do I create an account on Betslips.com so I can play?
A: There is no need to pre-register. Just like most online stores, you start by adding items to your shopping cart (in this case you add games that you wish to play), and when you have filled your cart with all the games you wish to play, you click the Checkout button. At that point, if you have never made a purchase at our site before, you would click the Register button instead of logging in. When you register, you enter the e-mail address where you wish to receive all order confirmations and winner notifications, and choose a password for your account. Then on the following page you enter your payment details, and then confirm your order. It's that easy!
Q: How do I pay for my order?
A:
Get a Click 2 Pay Account!Get a Click 2 Pay Account
    (Non-US customers)
We currently use a service called Click 2 Pay for all payments from non-US customers.  We will be adding other payment options soon.  For non-US customers, to pay for an order you first need to register for a Click 2 Pay account (click the link to the right).  Once you register and activate your Click 2 Pay account, you will be able to pay for an order simply by typing the e-mail address you registered with and entering your Click 2 Pay PAN, which is a unique 16-digit number that Click 2 Pay provides to you.  If you have any trouble using Click 2 Pay, their friendly Customer Service is available via phone and email, and they will help you solve the problem.
Q: Can I get a refund?
A: No, just like you can't walk back into a store and ask for a refund on a "used" lottery ticket, we do not offer refunds either.  Because all sales are final, we recommend that you carefully check your order before checking out.  Even if you make a mistake and place duplicate orders, your purchase is not refundable, because the ticket we purchase on your behalf is not refundable either.
Q: How do I get the prize I won?
A: When you win a prize, we immediately credit the prize to your Betslips.com online account.  Any funds in your account will be automatically applied to future orders when you checkout.  If the balance in your online account reaches $50.00 you may request a withdrawal of your funds.  (Minimum withdrawal is $50.00.)  To request your withdrawal, go to the Contact Us page, choose the Subject "Withdrawal Request", and let us know the amount you wish to withdraw.  When we receive your request, we will transfer the requested funds back into your Click2Pay account.  Click2Pay offers a variety of ways to receive your money, including direct deposit into your bank, mailing a paper check to you, wire transfer, etc.  Please see the Click2Pay web site for details.  There is a $15.00 transfer fee for each withdrawal you request.  The transfer fee is deducted from the amount withdrawn.  For example, if you request a $100.00 withdrawal, the actual transfer amount into your Click2Pay account will be $85.00.
Q: Can you tell me more about your company?
A: Sure!  Our company is a partnership of private investors, each bringing substantial industry experience to form what we call the ultimate Lottery Super Store.  Together we formed a network of experienced lottery service couriers, a solid technology platform, and all the necessary procedural and legal framework required to ensure that your lottery tickets are tracked and maintained through a proper chain of custody.  Our primary concern is the consistency of our service, and the safe handling of your tickets.
Q: Is your service considered gambling?
A: No, we are not in the gambling business.  We are akin to a courier service, which coordinates the handling of documents.
Q: Is your service legal?
A: The simple answer is "yes", although we cannot be responsible for knowing each and every local law that exists everywhere within the reach of the Internet.  What we can say is that we assembled a legal team, who created our legal framework, in which we can take your orders, purchase lottery tickets, maintain them within the state they are purchased, and in the event of a jackpot-winning ticket, either hand you the winning ticket or assist you in redeeming it.  In the United States and around the world, there have been lottery jackpot winners who bought their tickets using a lottery service, and we are not aware of a single case in which the winner did not receive their prize.  That being said, it is prudent to understand your local laws prior to utilizing any online service.
Q: As a non-USA citizen, am I eligible to play and win United States lottery games?
A: Yes, there are no restrictions on citizenship to play and win USA lottery games.
Q: Why is there a minimum payment requirement of $10.00?
A: First, there is no minimum order amount.  You can place as small of an order as you like — even as low as $0.25.  But if any of the funds used to pay for your order come from a source other than your Betslips.com online account, we bring the total charge for the order up to $10.00, and we place the difference into your Betslips.com online account.  The reason that we do this is because of the high fees we are charged for every payment that we process.  If we accepted payments smaller than $10.00, we would pay more in fees than the charge itself is worth, and we wouldn't be around for very long!  Keep in mind that you are not losing any money, and it is not costing you any more money to do this.  Any funds placed into your Betslips.com online account can be used as credit toward future orders.  If your Betslips.com online account has enough credit available to cover the full cost of your order, the $10.00 minimum payment requirement is waived.
Q: What are the tax liabilities on my prize?
A: For any prize you win playing Pick 3 or Pick 4, we do not withhold any taxes, and you are solely responsible for paying whatever taxes are appropriate in your jurisdiction of residence.  For lotto jackpot games like Mega Millions and Powerball, the state lottery withholds taxes on prizes greater than $5,000 when the winning ticket is redeemed.  Federal taxes of 25% are automatically withheld for USA citizens, or 30% for non-USA citizens.  State taxes vary from state-to-state, so we can only say you should be prepared for somewhere between 3% and 7% for state taxes.  Again, these taxes are only withheld for jackpot games, not for numbers games like Pick 3 and Pick 4.  Although taxes are always a big topic among lottery players, that is really all the information we have to provide to you.  There are other web sites on the Internet that deal with lottery prize taxes far better than we could!
Q: What state do you purchase Mega Millions/Powerball tickets in?
A: Our network of ticket couriers is spread among several states, and we do not lump all purchases into one state.  For risk management purposes, we feel that it is better not to "place all the eggs in one basket".  Plus, we are continually expanding our network of couriers, adding new states on a regular basis.  Mega Millions and Powerball orders are distributed among several couriers, so we cannot specify or predict which state your tickets will be processed within.  If you are asking this question for tax-planning purposes, we suggest you plan for the worst-case scenario (using the highest state tax rate), and then be pleasantly surprised should your ticket be purchased in a state with a lower tax rate.
Q: Can you mail me my lottery tickets?
A: No, federal law prohibits the mailing of lottery tickets, and the tickets must remain within the state they were purchased.
Q: Can you mail, fax, or e-mail me a copy of my lottery tickets?
A: No, we cannot do that either.  Unfortunately, the state lotteries strictly enforce transmission of copyrighted materials, and we are prohibited from transmitting images of the lottery tickets in any form.
Q: What happens in the event of an error?
A: Because human beings are involved at many stages, it is inevitable that errors will occasionally happen.  The most common error occurs when a state lottery reports incorrect drawing results to us.  That can result in either a prize incorrectly being awarded to you, or not receiving a prize that you rightfully won.  Not only do we understand that this kind of error is bound to happen, but we are very open with you when it does happen.  In the event of a results error, we immediatetely notify you by e-mail that the results were incorrect, and then we immediately re-check all tickets and inform you of what we find.  While a false-win notification can be disappointing, it can be equally exciting to receive an e-mail stating that you actually won when you thought you lost.  Either way, our policy is to do the right thing — always — and to let you know in a very open manner what we are doing.
